Ribbon Cutting Ceremonies Commemorate New Solar Facilities Colorado

Omaha, Nebraska — December 08, 2025

Sandhills Energy and Municipal Energy Agency of Nebraska (MEAN) welcomed community members to ribbon cuttings on December 3 in Delta, Colorado, and December 4 in Fort Morgan, Colorado, to celebrate these solar facilities coming online. City council and community members, utility partners, and MEAN representatives came together to acknowledge milestones more than three years in the making.

“We produce energy for entire communities, but installations like these only come to life through partners and personal relationships,” said Jake Pole, Sandhills Energy Vice President. “We want to thank all our partners because we know it takes a lot of teamwork to get this done. The communities of Delta and Fort Morgan have been outstanding to work with.”

Bruce Doll, Director of Utility Services and Member Relations at MEAN, echoed those thoughts. “The local leadership in these communities is what makes municipal power great,” he says. “MEAN is a joint action agency, and our entire existence is based on the simple phrase ‘working together works.’ By building these projects together with Sandhills Energy, our member communities have power production closer to the population they serve, providing a resilient, sustainable, and affordable energy source.”

As part of the final phases of the 16-community solar portfolio, moving these facilities online marks a shared milestone built through years of collaboration among Sandhills Energy, MEAN, and the communities across MEAN’s member network.

Fort Morgan
The 3.8-MW facility in Fort Morgan is one of the largest solar projects in the MEAN portfolio. It’s expected to generate enough electricity to power 850 homes annually and enhance the city’s energy mix while providing local and economic benefits through construction and ongoing operations.

“The land we’re on today was originally part of an industrial park,” said Brent Nation, Fort Morgan City Manager. “When we decided to move forward with this solar installation, the city council reaffirmed our long-standing commitment to renewable energy. The collaboration with MEAN and Sandhills Energy helped us advance that commitment, and we look forward to continuing our work together on another solar project across town.”

Delta
Delta’s 0.875-megawatt (MW) facility will offset a portion of the city’s peak electricity demand and diversify its power portfolio. Most importantly, the array will increase grid resilience and offer cost stability for residents and local businesses.

“The efforts of everyone here ultimately help our customers more than anyone,” said Adam Suppes, Delta Municipal Light & Power Manager. “We’ve brought the cost of energy down to almost unheard-of rates for this region, and the 25-year contract means our customers will benefit from those rates over the lifespan of the modules. We look forward to the bright future of this solar site.”

Fort Morgan Solar

The MEAN Solar Portfolio
Sandhills Energy partnered with MEAN and its member communities in 2021 to develop a 15-site portfolio of solar installations across Colorado, Iowa, and Nebraska. The solar projects, more than half of which are now online, help participating member communities generate a portion of their own energy locally. Power from the portfolio meets up to five percent of municipal energy needs, while reducing exposure to wholesale pricing volatility. The innovative collaboration supports energy independence across the following communities:

Colorado: Delta, Fort Morgan, Wray, and Yuma
Iowa: Indianola, Sergeant Bluff, and Waverly
Nebraska: Alliance, Ansley, Crete, Gering, Imperial, Pender, Pierce, Sidney, and Stuart
